Established in 1994, Sustainable infrastructure development foundation(SIDeF) is a consultancy and research organisation in the field of sustainable rural infrastructure development with community participation. It has provided its services at present and in past in more than 30 districts of Nepal. SIDeF’s major strength lies in the planning and construction of low cost, environment friendly rural road construction. The organisation has gained extensive experience in working with the local government and the local community through partnership approach resulting in sustainable project output.
SIDeF’s goal is to develop technical know-how and professional expertise in the field of sustainable rural infrastructure for the long-term development and to transfer such technology and expertise to the people.
SIDeF has also been engaged in the planning and formulation of rural road development programme with similar approach in Gulmi Arghakhanchi Rural Development Project (GARDP), Nepal, with the assistance of European Community (EC), Access Infrastructure Planning of Bhojpur and Sankhuwasabha districts (Three Years Interim Planning for GTZ), preparation of Three Year RCIW Action Plan of Parbat & Baglung districts and preparation of District Transport Master Plan (DTMP) for Palpa, Achham, Dailekh and Sankhuwasabha districts with assistance from SDC/HELVETAS, Nepal and GTZ. Besides that, SIDeF’s senior professional is engaged as Training Co-ordinator for the Bioengineering Training provided to the engineers and overseers of the DoR, Consultants and Contractors working in bio–engineering sector, especially for the GEU with the assistance of DFID. Its involvement in Tumlingtar – Chhyangkuti Road in Sankhuwasabha district at present has given unparalleled results in the project vicinity and has set an example in the country. Successful implementation of a Jumla – Kalikot Section (36 Km) of Karnali Highway with labour-based and environment friendly approach involving local CBOs in security-prone Jumla districts under WB/ DOR has given it deserving reputation beyond just construction of infrastructure as a consequence of massive social mobilization, high quantity of work and transparency within a short period.

SIDeF has been involved in concept development and implementation of CBBR and CNGR in Sankhuwasabha district from the beginning. It has completed stage-2 survey/design of CBBR and Chainpur – Nundhaki Section of CNGR. Recently, it has successfully completed the technical support for the implementation of these roads from RAP including BYDR.
SIDeF and IDRS J/V completed detail survey, design and construction supervision (stage 1) of Diktel – Chyandanda District Road (48 Km) and Bhojpur – Chyandanda District Road (42 Km) in Bhojpur and Khotang districts under Rural Access Programme ( RAP). Recently, it has successfully completed the stage-2 survey and construction supervision of Bhojpur – Chyandanda District Road under RAP.
SIDeF has completed detail survey, design and construction supervision (stage 2) of Diktel – Chyandanda District Road (48 Km) in Khotang district.
SIDeF has successfully provided technical and social mobilisation support in Dhading local road programme (115km) under DDP/GTZ and Lamjung local roads (105km) under RDSPL/GTZ and was able to establish a functional maintenance system in Dhading within the project period. The organisation was involved in the construction of rural roads with green road concept in Makwanpur district (22km) with the support of PLAN International; and in Parbat, Baglung, Surkhet, Dailekh and Pyuthan districts (RCIWP - 250 km) under the joint funding of WFP, HMG/N and GTZ. It very successfully initiated a road programme in security prone Kalikot and Mugu district, under WFP and DDC. At present, SIDeF is providing technical and social mobilisation support in the labour-based, environment-friendly rural roads in Sankhuwasabha and Gorkha with the financial assistance of RDP/GTZ. It is also involved in the technical supervision of rural roads and other community infrastructures under RCIW Project in Salyan, Pyuthan and Dailekh districts. Another noteworthy assignment in which SIDeF was currently involved was two rural roads in Sankhuwasabha district under Rural Infrastructure Project (RIP) under World Bank/DOLIDAR assistance. Total length of these roads is 186 Km. SIDeF is providing its services in the field of infrastructure planning, designs, construction supervision, social mobilisation and progress monitoring of these roads.
SIDeF’s another major strength is in the field of Rural infrastructure planning, training and research with application of green road concept are their strong institutional aspects. They have successfully completed rural infrastructure planning in ten districts of Nepal. They have trained personnel, laymen, policy makers, technicians, general people and local representatives in more than 25 hill districts of Nepal. They have reached far beyond Nepal and trained Senior engineers from PWD Bhutan and PGCFQ Philippines on Labour-based Road Concept (LERC). SIDeF has also provided consultancy services for development of project approach and implementation programme on LERC approach for WFP assisted agricultural roads in Bhutan. SIDeF's senior professionals have taken the responsibility of impact assessment of bio-engineering training programme supported by DFID, assessment of hill transport component of USADP for Loan Review Mission of ADB and study on institutional arrangement for rural development in Terai (Road Sector) for the World Bank.
SIDeF has established a Geographic Information System (GIS) unit to provide the services in the field of preparation, digitisation, analysis and interpretation of maps and is planned to establish the GPS (Global Positioning System) based survey unit. SIDeF has completed the digitization of 3 layers (land use, land system and land capability) of 20 PDDP districts. Work was assigned by PDDP/NPC. SIDeF prepared the digital database of both biophysical and socioeconomic layer of selected pocket area of 10 VDCs (watershed and influence area of Melamchi Project) of Sindupalchowk district. Work was assigned by Melamchi Diversion Scheme Environmental Impact Assessment (MDSEIA/IUCN). GIS Division of SIDeF has completed the digitization of data of eight LGP districts for LGP/UNDP.
GIS Division of SIDeF has completed the updating of DTMP of Lamjung, Baglung, Kavrepalanchowk, Sindhupalchowk, Dolakha, Solukhumbhu and Gorkha districts.
SIDeF’s Senior Professionals have been entrusted with responsibility of impact assessment of bio-engineering training programme supported by DFID, assessment of hill transport component of USADP for Loan Review Mission of ADB and study on institutional arrangement for rural development in terai and hill (Road Sector) for the World Bank. SIDeF in association with one national and two international consultants have completed under ADB-PPTA project planning of Second Rural Infrastructure Development Project to be launched in the 10 districts of Nepal.
