The Community Irrigation Project will develop and improve small-scale irrigation systems in twelve districts in Nepal through a community driven process targeted to the poor women, and other disadvantaged groups. Small irrigation systems are defined as systems having less than 25 hectares of irrigation area in the hills and mountains and less than 200 hectares in terai plains. The participating districts were selected based on high poverty, food insecurity and irrigation potential.

Detailed Narrative Description of Project:

With the Financial support of DFID and EU, the Government of Nepal has recently initiated the Nepal Climate Change Support Program. The ultimate objective of the NCCSP is to enable the Government to implement the Climate Change Policy 2011 and develop and implement necessary strategies. The MoEST is the executing ministry of the program and one of the change strategies including Low Carbon Development and Climate Resilience Strategy (LCDS). Alternative Energy Promotion Center (AEPC) has been designed as implementing agency to formulate the strategy.

The overall formulation of LCDS is planned through two different phases:

Phase 1: Data Collection and Analysis to Formulate LCDS for Nepal and

Phase 2: Modeling, Analysis and Preparation of the Final Draft LCDS for Nepal.

NARRATIVE DESCRIPTION OF PROJECT  :

Poverty Alleviation Fund is the most prominent programme in Nepal launched to reduce the poverty level in the country. The Fund's activities are assisted by the World Bank. It started from 2005 in Nepal and has expanded to most of the districts in Nepal in all topographical regions. PAF supports ultra poor and poor household plus marginalized groups by enhancing their capacity to be engaged and be benefitted from income generating activities; social mobilization for group savings and utilize the savings for income generation; local institution building through formation and functioning of Community Organizations (COs); along with creation of small scale rural infrastructures to enhance poor people access to goods and services. Besides social mobilization support it has two major focus areas: income generation activities, and creation of rural infrastructures. PAF provides funds to the COs which they utilize as revolving fund among their members for IG activities as decided by the group itself thus creating self-help attitude among them.

PAF deploys local NGOs or other private organizations as Partner Organizations (POs) to support and monitor the CO's activities and provides technical, capacity building and social mobilization support to the COs through the POs.

SIDeF is engaged with PAF in four VDCs of Pyuthan district as a PO from the beginning of PAF i.e. from April 2005. It has covered all the wards with 80% coverage to the poor households in these four VDCs of Pyuthan district. More than 17,000 people of 2,800 households have been organized in 90 COs by SIDeF and they have been provided social mobilization support as well as support in agricultural enhancement activities. Linkages have been established between the CO members and government line agencies to provide further support to the local people as required in future.

Narrative Description of Project:

This 23 km existing road forms a part of construction access road to mega water supply project (originally estimated to cost US $ 464.0 million Melamchi Water Supply Project) intake site to facilitate inter basin transfer of 510 MLD of water via 26 km long tunnel to Nepal’s capital Kathmandu. The single lane road is to be upgraded to ferry heavy construction vehicles using otta seal pavement. The road runs through hills and river sides requiring extensive application of heavy retaining structures for river training and slope protection.

 Provision of consulting services includes review of detailed engineering design undertaken by Norplan, a Norwegian company, carryout changes as necessary and provide complete supervision services for internationally procured contract, where Marushin Shitaka, a Japanese company leads the consortium.

Detailed Narrative Description of the Project

 

Employment Generating Rural Infrastructure Improvement Project (EGRIP) was launched in Gulmi and Arghakhanchi districts of Nepal with USAID assistance to help conflict affected people by providing them employment opportunities in rural infrastructure improvement projects. This project was funded in Nepal through their Special Project Objectives (SPO-8) as pilot project from year 2002 to 2004. Infrastructure for Income (INFRIN) program came as follow-up of EGRIP from 2004 to 2008 with USAID support. SIDeF was implementing INFRIN in Gulmi district on behalf of INFRIN. At the same a special program related with agricultural production enhancement and capacity building of local conflict affected was granted by USAID through SIDeF that included these activities.

Three community managed irrigations having total length 11.2 Km. and total command area of 24.5 Hectare, two river training projects total 1.3 Km. long; and 15 capacity building training on agriculture based income generating activities and saving/credit were implemented under this grant with environment friendly, participatory, and labour based approach. Following rural infrastructure projects were supported:

i)         Ghedung Irrigation Scheme, Shantipur (1Km, 4 Ha)

ii)        Kalchi Irrigation Scheme, Shantipur (1.48Km, 6 Ha)

iii)      Ninthara Irrigation, Hastipur (1.25 Km, 7.5 Ha)

iv)      Mahat Budhamajh Irrigation, Hastichaur (2 Km, 8 Ha)

v)        Hugdikhola River Training (.5 Km)

vi)      Chhaldikhola River Training (.8 Km)

vii)     15 Capacity building Training on agro-IG and saving credit

Low cost appropriate technology was applied in the project which was implemented through Local Users Committees with collaboration of VDC and DDC. Technical as well as social mobilization support was provided to the LUCs to implement the projects.

The irrigation schemes included works like extension, upgrading and rehabilitation of community managed small irrigations. Low-cost appropriate technology was applied for head works and crossing structures with intake having constructed in cement masonry.

SIDeF had implanted these sub-projects on behalf of USAID acting as a Project itself on turn-key basis with full responsibility of technical assistance and project implementation/management support including procurements and labour payment, monitoring, hand-over, and related trainings.

Detailed Description of the Actual Services Provided by SIDeF

 

·         Carried out project assessment, project planning, and feasibility study.

·         Carried out detailed survey, design and drawing preparation.

·         Prepared and engaged in Project Agreement/MOU with DDC and UCs for technical/financial assistance support on behalf of USAID.

·         Carried out formation of user groups, user committees and identification of work group.

·         Carried out social data collection and social mobilization of the UG/UC and work groups including extension support in agricultural activities with their necessary linkage to concerned line agencies.

·         Organized regular district level and village level training on technical, project management, crop management, water management, and gender aspect to users, committee members, supervisors and VDC/DDC professionals.

·         Supervised construction activities including support in work measurement and work valuation.

·         Carried out on-site public project review after each payment.

·         Carried out monitoring and evaluation of project activities including periodic monitoring.

·         Carried out procurement of construction materials (gabion wire, cement, etc.) and working tools.
