Project Description

The Project was implemented by the DoLIDAR with support from the Asian Development Bank with an objective of developing or improving small-scale irrigation schemes (FMIS) through a community-driven process targeted to the poor, women, and other disadvantaged groups. The Project covers about 17,000 ha of improved and new irrigated area in 456 sub-projects (SP) in the hills, mountains and Terai areas. Each sub-project covered a command area between 10 ha and 25 ha in the hills and mountains and 40 ha to 200 ha in the Terai Plains. The project activities also included support to local farmers in crop diversification and social mobilization & capacity building for enhanced agriculture output and micro-financing linkages. The total project cost for irrigation infrastructure development is US$ 27.70 million.

Services

  • Assisted in project management by developing implementation approaches, procedures, and guidelines for key project activities
  • Assisted and monitored the project VDC/Ilaka (area) selection (seven Ilakas in each district) and planning process and support the district and village based field teams (VBFT)
  • Conducted engineering survey and prepare feasibility/detailed design, cost estimates and design drawings of 218 small-scale irrigation sub-projects (under this consulting contract) in the hills, mountains and Terai areas of 12 project districts. The feasibility/detailed design include preparation of GIS based command area maps, socio-economic and environmental information, engineering design works, design drawings, unit rates for construction items, quantity and cost estimates (sharing of the works between the Project and WUAs).
  • Assisted and advised the Project and District Technical Offices of DoLIDAR on all engineering aspects of 456 sub-project implementation (adopting participatory approach) that include sub-project screening, identification & selection, preparation of feasibility assessment studies, detailed design works, construction supervision and quality control (materials & workmanship)
  • Collected and analyzed baseline information (socio-economic and agriculture) of the implemented sub-projects and assist the Project in establishing a computerized M&E system for ensuring effective monitoring and quality control of sub-project implementation
  • Prepared a GIS-based database for infrastructure development in sub-projects
  • Assessed the potential for crop diversification towards high value crops in the sub-project areas.
  • Prepared Agricultural Development Plan and training packages, and guided and supervised agriculture support activities in the field including field demonstrations, etc.
  • Conducted social mobilization and training activities to strengthen the WUCs for effective implementation and management of the sub-projects including effective inclusion of women and deprived groups in all activities.
  • Identified Local Support Programmes like Micro-Finance Institutes (MFI) and facilitate in establishing linkages of farmers with traders, market centers and other value chain actors.
  • Liaised with other local NGOs in the districts with related ongoing programs and MFIs operating in the districts.
  • Planned and coordinated various training and capacity building programs for DOLIDAR and DDC staffs.
  • Ensured quality of the social mobilization process and participatory approach for sub-project selection, approval and implementation.
